As with any other natural disaster, residents at such a time are unable to leave their homes and cannot work, since predators can be quite aggressive. At the same time, without declaring an emergency, the municipality cannot mobilize all possible resources. So, if in one part of the village residents understand that a polar bear has arrived, there is no way to notify the other part. Without certain permits, the heads of the municipality do not even have the right to turn on the warning system.

“There is such a problem. When a bear comes to a populated area, the entire burden falls on the public. They are forced to leave work, monitor the situation, but it is necessary to have the opportunity to connect all responsible organizations and warning systems,” says Yegor Vereshchagin, a representative of the indigenous peoples of Chukotka in the Russian-American Polar Bear Commission.

“Clean Arctic” will develop an interdepartmental roadmap for the implementation of the “Bear Patrol” project. This statement was made by the head of the public environmental project “Clean Arctic” Andrey Nagibin during a round table that was held at the Arctic Committee of the State Duma.

Experts of the Clean Arctic project analyzed the information provided by Arctic entities located in the polar bear’s habitat and identified common problematic issues for the regions. To solve most of them, it is necessary to make changes to the regulatory framework. The gaps that need to be filled were discussed in the State Duma.

Chairman of the GREENS party, Head of the Green Patrol, Head of the public environmental project Clean Arctic Andrey Nagibin noted:
“Today we see that the Bear Patrol project is multi-layered. It has many issues for which various departments are responsible: the Ministry of Ecology, the Ministry of Emergency Situations, Rosprirodnadzor, the Ministry of Transport, the Ministry of Education, the Ministry of Industry and Trade. Therefore, ANO Clean Arctic will create an interdepartmental roadmap, where we will specify deadlines and those responsible for a specific task, and we will gradually solve them.”

A female bear in Norilsk, summer 2019

Another gap that needs to be addressed concerns aviation safety regulations. Today, the transportation of cylinders for guns and pistols, which are used to temporarily euthanize a bear, is prohibited. Because of this, it is impossible to urgently deliver cylinders with anesthesia to the conflict zone. Following the discussion, it was decided to appeal from the State Duma to the Ministry of Transport to supplement the relevant regulations.

“The output should be recommendations on how we can change the regulatory framework, preserve the bear population and not reduce the rate of presence in the Arctic. We will create conditions to solve these issues. The correct solution to the problem begins with its correct construction,” says State Duma deputy, member of the Committee for the Development of the Far East and the Arctic Nikolai Novichkov.

The round table participants also noted that issues of preventing conflict situations between humans and polar bears should be comprehensive and systemic. Thus, the head of the Federal State Budgetary Institution “Northern UGMS” Roman Ershov believes that a specific master plan should be developed for each settlement where people live or work and bears live.

“It should include all means of response and prevention: fences, prevention of dumping, means of information, detection, and deterrence. It is impossible to develop a universal master plan – each territory is unique. We are currently developing them for weather stations. Four years ago, we implemented a pilot facility: we installed a fence, video surveillance, lighting, and information means. And it justified itself. Similar things need to be implemented throughout the Arctic zone,” Yershov believes.

Another serious problem that has not yet been solved is effective non-lethal means of response of Russian production. As experts note, today it is impossible to buy them. At the same time, people living in the polar bear habitat should have a set of means that they will always carry with them. As a result of the discussion, it was decided to collect information from the Arctic regions on the needs for them in order to understand the necessary volume for the market, and to submit a corresponding request to the Ministry of Industry and Trade.

This is the third discussion organized within the framework of the “Bear Patrol” project. The first two round tables were held in the Public Chamber of Russia. During the discussion, recommendations were developed that will be sent to the relevant departments.

The Bear Patrol project, initiated by the head of the Federal Service for Supervision of Natural Resources Svetlana Radionova, is being implemented in the Arctic regions where the polar bear lives. Its goal is to minimize conflicts between humans and polar bears. The project’s partner is the state corporation Rosatom.

In Kamchatka, cases of wild animals entering populated areas have become more frequent; groups of hunters will protect villages from bears. Cases of brown bears entering populated areas have become more frequent in Kamchatka Krai. To date, the regional authorities have received more than two hundred complaints from local residents. Complaints are coming from all over Kamchatka, including remote areas. The most difficult situation has developed in the villages of Sobolevo and Ossora, where bears walk along the streets and playgrounds. But most often, the animals are found at landfills with food waste. Experts associate the emergence of wild animals to people with the weak spawning run of salmon this year.

The head of Kamchatka Krai Vladimir Solodov noted that one should not wait for a situation where bears attack people. Therefore, settlements will be guarded by special groups of hunters or hunting inspectors who will drive the animals away from settlements and, if necessary, shoot the predators.

Photo: Government of Kamchatka Krai

— First of all, hunters will try to drive the bear away from the village.
