The report, “Global Drought Hotspots 2023–2025,” provides a comprehensive account of how droughts exacerbate poverty, hunger, energy insecurity, and ecosystem destruction.

The World Meteorological Organization (WMO) implements the Integrated Drought Management Programme to support policy development. WMO has long advocated for forward-looking, proactive drought management policies, rather than the current reactive, crisis-based approach.

For example, over 90 million people in East and Southern Africa face acute hunger. Some areas are experiencing the worst drought on record. In August 2024, South Africa, already drought-prone, was devastated, with approximately one-sixth of the population (68 million people) requiring food aid. In Spain, water shortages have impacted agriculture, tourism, and domestic water supplies. By September 2023, two years of drought and record heat had reduced Spain’s olive harvest by 50%, doubling the price of olive oil nationwide. Record low water levels in the Amazon basin in 2023 and 2024 led to mass deaths of fish and endangered dolphins, as well as disruptions to drinking water supplies and transportation for hundreds of thousands of people. As deforestation and fires intensify, the Amazon risks turning from a carbon sink into a carbon source. Drought has disrupted production and supply chains for key crops such as rice, coffee, and sugar in Southeast Asia. For example, in 2023–2024, dry conditions in Thailand and India caused shortages, leading to an 8.9% increase in sugar and sweets prices in the US.

The report recommends strengthening early warning systems and real-time monitoring of drought and its impacts, including conditions that contribute to food and water shortages. Watershed restoration and the use of local crops are also recommended. The development of resilient infrastructure, including off-grid energy and alternative water supply technologies, as well as global cooperation, particularly in protecting transboundary river basins and trade routes, could also play a significant positive role.

A new global partnership to strengthen sand and dust storm warnings was announced during the Conference of the Parties to the United Nations Convention to Combat Desertification (UNCCD) in Riyadh, Saudi Arabia. The partnership will support World Meteorological Organization (WMO) regional centers that address sand and dust storms and is being launched with financial support from the Kingdom of Saudi Arabia of up to $10 million over the first five years.

Many countries and regions around the world suffer from sand and dust storms, affecting approximately 330 million people worldwide. These storms release approximately 2 billion tons of dust into the atmosphere annually, with more than 80% of global dust emissions occurring in the deserts of North Africa and the Middle East. Between 25 and 50% of global dust emissions are due to human activity and poor land management. Sand and dust storms have significant impacts on various socioeconomic and environmental sectors, as well as on human health, aviation and land transportation, safety, and quality of life.

Drought in Africa. However, when a region’s climate becomes drier, the ability to return to previous conditions is lost. The drier climate currently affecting vast areas of the world will not return to its former state, and this change is transforming life on Earth.”

As climate change leads to rising temperatures worldwide, water evaporates from the surface faster, and the atmosphere becomes increasingly capable of absorbing it. Regions particularly affected by drought include almost all of Europe, the western United States, Brazil, East Asia, and Central Africa.

However, the report’s authors argue that if action is taken, the future need not be so bleak. Their comprehensive roadmap for addressing the crisis, in addition to radically reducing carbon emissions to reverse this trend, includes improved drought monitoring, more sustainable land and water management, and stronger resilience and cooperation within and between communities worldwide.

“Without concerted action, billions of people will face a future marked by hunger, displacement, and economic decline,” said Barron Orr, Chief Scientist of the UNCCD, in a statement. “However, by adopting innovative solutions and strengthening global solidarity, humanity can meet this challenge.
